CLASS TITLE: WATER DISTRIBUTION/SEWER COLLECTIONS FIELD TECH.

DEPARTMENT/DIVISION: LAGRANGE UTILITY COMMISSION

OPERATIONS MANAGER

SUPERVISES: NONE

CLASS CHARACTERISTICS: Under general direction of the supervisor, performs semi-skilled work maintaining the Water distribution and Wastewater Collection system. Performs other related work as required.

GENERAL DUTIES AND RESPONSIBILIITIES:

ESSENTIAL: Participates in repairing and installing water mains, new service connections, hydrants, meters, and intakes. Locates valves and leaks in water and sewer mains so that repairs can be made; participates in the repair of water and sewer pumps, meters and mains. Performs pump station maintenance. Responds to emergency calls resulting from leaks or breaks in lines. Occasionally operate heavy and light equipment, uses hand tools. Reads meters. On call (24) hours a day, once trained enters a rotating on call basis with other staff. Performs operation and maintenance of water and wastewater to include building and grounds maintenance. Keeps all work areas, trucks and equipment clean. Performs other duties as assigned by the Director.

DESIREABLE QUALIFICATIONS:

TRAINING AND EXPERIENCE: Graduation from an accredited high school. Possession of a valid driver’s license. CDL license is a plus but not a requirement for initial employment.

SPECIAL KNOWLEDGE, ABILITES AND SKILLS

KNOWLEDGE: Knowledge of methods of water and wastewater repair and maintenance. Working knowledge of water distribution and wastewater operations. Some knowledge of state and local regulations.

ABILITIES: Ability to work without direct supervision and follow oral and written instructions. Ability to establish and maintain effective working relationships with employees, officials and the public. Ability to work in adverse weather and working conditions.

SKILLS: Learn the operation of all equipment on the job essential to water and wastewater operations.

SPECIAL LICENSING REQUIREMENTS: Must possess and maintain a valid driver’s license as issued by the Commonwealth of Kentucky. Also, after meeting all state testing requirements, must obtain a Wastewater Class II Collection License and Class II Wastewater Treatment License and a Class II Water Distribution License issued by the Kentucky Division of Water.

ADDITIONAL REQUIREMENTS:

PHYSICAL ABILITY: Ability to stand, walk, stoop, bend, reach, crouch, kneel or crawl. Ability

to lift, carry, push and pull pumps and/or material and equipment. Mobility sufficient to lift, climb ladders, climb steps, scaffolding and ramps using the feet and legs and/or hands and arms. Ability to balance when climbing or walking on slippery surfaces. Strength factors - light to very heavy work required.

VISUAL ABILITY: Sufficient to read and write plans and instructions, etc., as well as effectively perform work. Depth perception and ability to distinguish colors.

HEARING ABILITY: Sufficient to hold conversations with other individuals in person or over a

Telephone.

SPEAKING ABILITY: Sufficient to communicate effectively with other individuals in person and over the phone.

Freedom from mental disorders which would interfere with performance of duties as described. Acuity to be tactful and courteous and maintain confidentiality. Acuity to negotiate resolution to

Differences and disagreements between property owners and the City.

USE OF EQUIPMENT: GIS equipment, backhoe, gasoline cut off saw, operation of sewer jetter, portable generators, both large and small, pumps (all types) sludge disposal and operation equipment, pick up truck, crane truck, vacuum truck, dump truck, backhoe, bobcat, excavator, welder, mowers, tractors and all other equipment used by the LUC. Circular saws, table saws, drills, measuring tapes, reciprocating saws, hammers, screwdrivers, crowbars, staple guns, chalk lines, pipe wrenches, brooms, shovels, rakes, sledgehammers, weed eaters or other equipment as assigned.

SAFETY CONSIDERATIONS: Exposure to fumes, dust, noxious smells, chemicals or toxic substances. Exposure to extremes of temperatures and humidity. Climbing ladders, steps, slippery or uneven walking surfaces. Work requires being in high places or working with dangerous equipment.

PUBLIC/INTERNAL CONTACT: Public – 30%; Internal – 70%.

OVERTIME PROVISION: Non-exempt
